On 2 October 2023, Supreme Decree No. 017-2023-EM ("Supreme Decree 017") was published, modifying the Mining Sector Digital Single Window ("VUD MINEM") created by Supreme Decree No. 016-2019-EM.

Before Supreme Decree 017 was published, VUD MINEM comprised the following entities:

  • Geological, Mining and Metallurgical Institute (INGEMMET);
  • National Environmental Certification Service for Sustainable Investments (SENACE);
  • National Superintendence of State Assets (SBN);
  • Ministry of Culture (MINCUL)
  • National Superintendence of Public Registries (SUNARP).

Supreme Decree 017 added the following entities to the VUD MINEM:

  • National Water Authority - ANA;
  • National Forestry and Wildlife Service- SERFOR;
  • National Superintendence for the Control of Security Services, Weapons, Ammunition and Explosives for Civil Use​​​​​​​ - SUCAMEC;
  • National Service of Natural Areas Protected by the State - SERNANP.

Consequently, the final list of participating entities in VUD MINEM, managed by the Ministry of Energy and Mines, is as follows:

  • INGEMMET
  • SENACE
  • SBN
  • MINCUL
  • SUNARP
  • ANA
  • SERFOR
  • SUCAMEC
  • SERNANP

The purpose of this single-window system is to simplify the process of obtaining necessary permits to carry out mining activities. However, the regulations establishing the operational and procedural instruments necessary to implement the administrative articulation and simplification mechanisms of VUD MINEM are still awaiting approval.
