  • Biography


    Lawyer specialized in Public Procurement, Construction, Domestic and International Arbitrations, Public Law and Compliance.
    Milagros has an extensive experience advising private companies during their participation in public tenders, including advice in appeals and sanctioning processes. Also during the execution of contracts signed with the Peruvian government (works, goods, services and consultancy) and investment projects, including the sponsoring of the arbitrations derivate from these contracts and projects.

    It is important to mention that Milagros is recognized for her great skills on the making of risk assessment of complex matters, always finding creative and practice solutions for the problems, which sustains in expert reports, presentations, written instruments, etc.

    In addition, Milagros has an extensive experience as public officer, since she worked at the Government Procurement Supervisory Agency (OSCE) from 2007 to 2013. This experience is highly appreciated by clients, since it allows her to predict the most probable scenery for requests to public entities, with a high level of accuracy.

    • Advice United Nations Office for Project Services (UNOPS) during the execution and liquidation of the contracts of goods and services signed in order to carry out the XVIII Pan American Games and VI Parapan American Games Lima 2019, for an amount over USD 90’000,000.00; and during the tenders called to sign these contracts.
    • Successfully advice different companies during their participation in public tenders, including the appeal process at the Public Procurement Court. As example, advise ALVAC S.A. - Sucursal del Perú in order to be awarded with the contract for the execution of the service: “Road Management, Improvement and Conservation Service for Service Levels of the Road Corridor: Emp . PE-1S (Dv. Aplao) Corire-Aplao-Chuquibamba-Arma-Cotahuasi-Charcana-Accopampa-Dv. Sayla-Pampachacra-Ushua-Oyolo-Dv. Sequello-Marcabamba-Emp. PE-32C (Pause) –Marán”, for an amount of USD 100’000.00.
    • Successfully advice to Telefónica del Perú S.A. in the arbitration initiated against a public entity to reject an alleged breach of contract, and thus prevent the application of a temporary disqualification sanction of contracting with the Peruvian State, by the Public Procurement Court
    • Advice United Nations Office for Project Services (UNOPS) at its first international arbitration under UNCITRAL rules, due to the breach of a contract signed with a private company for the construction of an important public hospital.
    • Prepare several expert reports answering complex queries regarding the interpretation and/or application of Public Law, as requested by public clients (OSINERGMIN, PROFONANPE, ESSALUD, etc.); as well as private clients (UNOPS, Nippon Koei, América Móvil, América TV, Alauda, etc.).
    • As part of the Compliance team, advice on compliance with Public Law to important companies (Alicorp, Inversiones Centenario, Telefónica del Perú S.A., Unique, etc.) in the development and implementation of its compliance model; as well as preparing their compliance guidelines / protocols (relationship with public officials, inspections, consortium formation, etc.) and providing training to their staff.
