On 9 April, Ministerial Resolution No. 125-2025-MINEM/DM was published, providing for the publication of the draft "Supreme Decree Approving the Regulations Governing the Coordination of the Operation of Isolated Systems" ("Draft Regulations").
Draft Regulations main provisions are as follows:
- The Ministry of Energy and Mines may entrust COES with coordinating the operation of isolated systems provided that the following conditions are met:
- The demand of the isolated system is supplied by two or more generation plants owned by different members of the isolated system.
- The installed power of the isolated system exceeds 1,500 kilowatts.
- When the operation is not entrusted to the COES, the isolated system's distributor is in charge of coordinating the operation of the isolated system.
- Disputes between the isolated system's members and the coordinator will be resolved by the Supervising Agency for Investment in Energy and Mining (Organismo Supervisor de la Inversión en Energía y Minería (OSINERGMIN)).
- The costs incurred by the isolated system coordinator are covered by the other members of the isolated system. OSINERGMIN determines the costs.
- OSINERGMIN is in charge of approving the technical procedures applicable to the isolated system.
- The isolated system coordinator is in charge of providing technical conformity to the connection or disconnection of equipment in the isolated system.
- The isolated system coordinator may delegate the coordination to one of the members of the isolated system.
- OSINERGMIN has 10 months from the regulations’ entry into force to publish the respective procedures.
- Until the procedures are published, the coordinator will exercise its functions according to the best technical criteria that apply in each case.
